Conditions for applying for a general clinic operating license

1. Conditions on facilities

A fixed location, separate from the place of family activities, ensures sufficient light, has dust-proof ceilings, walls and floors must use materials that are easy to clean and sanitize.

• A general  clinic must have a medical examination and treatment room with an area of ​​at least 10 m2 and a place to receive patients (except for a health consulting clinic or a room for health consultation via information technology, telecommunications and other means of communication). 

• A separate sterilization area must be provided for the handling of reusable medical instruments.

• Ensure the conditions for radiation safety, medical waste treatment, fire prevention and fighting according to the provisions of law; ensure sterility for the procedure room.

• There is enough electricity, water and other conditions to serve and take care of the sick.

• And a number of other provisions on physical facilities conditions as prescribed by law.

2. Medical device conditions

• Having enough medical equipment and instruments suitable to the scope of professional activities registered by the establishment.

• There is a box of anti-shock medicine and enough general  emergency medicine.

• A health consulting clinic or a room providing health advice through information technology and telecommunications means is not required to have prescribed medical equipment and tools but must have sufficient information technology, telecommunications facilities, equipment suitable for the registered operation scope.

3. Conditions on personnel

• The person in charge of professional and technical expertise of a general  clinic must be a doctor with a practicing certificate suitable to the specialty registered by the clinic, having at least 54 months of medical examination and treatment in that specialty. 

• In addition to the person in charge of professional and technical expertise of the general  clinic, other subjects working in the general  clinic, if they perform medical examination and treatment, must have a practice certificate and be assigned jobs in accordance with the scope of professional activities stated in his/her practicing certificate.

4. Legal basis

• Decree 109/2016/ND-CP stipulating the granting of practice certificates to practitioners and the granting of operating licenses to medical examination and treatment establishments.
