1. General conditions for conducting business in tourist accommodation services

When doing business in tourist accommodation services, organizations and individuals should pay attention to the following general conditions:

  • Having enterprise registration as prescribed by law.

  • Meet conditions on security, order and safety in terms of fire prevention and fighting, environmental protection, and food safety as prescribed by law.

  • Meet the minimum conditions for technical facilities and services to serve tourists.

2. Conditions of technical facilities and services of tourist accommodation establishments

a. Minimum conditions for technical facilities and services for hotels

When doing business in hotel services, organizations and individuals should note the following conditions:

  • Having an electricity system, clean water supply and drainage system.

  • Having at least 10 bedrooms; a reception area and a shared bathroom.

  • Having a parking place for resorts, hotels and roadside hotels.

  • Having a kitchen, dining room and catering services for resorts, floating hotels, roadside hotels.

  • Having beds, mattresses, blankets, pillows, face towels, towels; change mattress covers, blanket covers, pillow covers, face towels, towels when having new guests.

  • Having staff on duty 24 hours a day.

  • Managers and staff are trained in tourism.

b. Minimum conditions for technical facilities and services for tourist villas

When doing business in tourist villa services, organizations and individuals should note the following conditions:

  • Having an electricity system, clean water supply and drainage system.

  • Having beds, mattresses, blankets, pillows, face towels, towels; change mattress covers, blanket covers, pillow covers, face towels, towels when having new guests.

  • Having staff on duty 24 hours a day.

  • Having a living area, a bedroom, a kitchen and a bathroom, a restroom.

c. Minimum conditions for technical facilities and services for tourist apartments

When doing business in tourist apartment services, organizations and individuals need to pay attention to the following conditions:

  • Having an electricity system, clean water supply and drainage system.

  • Having beds, mattresses, blankets, pillows, face towels, towels; change mattress covers, blanket covers, pillow covers, face towels, towels when having new guests.

  • Having a living area, a bedroom, a kitchen and a bathroom, a restroom.

  • The apartment manager is trained in tourism.

d. Minimum conditions for material and technical facilities and services for tourist accommodation ships

When trading in cruise ship services for tourist accommodation, organizations and individuals should pay attention to the following conditions:

  • Vessels in good condition, with registration term; having life jackets, lifebuoys, means of communication, first-aid medicine cabinets.

  • Having electricity and clean water; having equipment to collect waste and wastewater to ensure environmental sanitation.

  • Having a reception area, bedroom (cabin), bathroom, rest room, kitchen, dining room and food service.

  • Managers and service staff are trained in tourism and rescue skills on rivers and seas.

e. Minimum conditions for technical facilities and services for tourist motels

When doing business in tourist accommodation services, organizations and individuals need to pay attention to the following conditions:

  • Having electricity, clean water and a drainage system.

  • Having a reception area and a bedroom; Having a shared bathroom and rest room in case the bedroom does not have a separate bathroom and restroom.

  • Having beds, mattresses, blankets, pillows, face towels, towels; change mattress covers, blanket covers, pillow covers, face towels, towels when having new guests.

  • Having staff on duty 24 hours a day.

  • Managers and staff are trained in tourism.

g. Minimum conditions for material and technical facilities and services for houses with rooms for tourists to rent

When doing business in housing services with rooms for tourists to rent, organizations and individuals should note the following conditions:

  • Having lights, clean water.

  • Having a common living area; have accommodation areas for guests; with kitchen, bathroom, rest room.

  • Have beds, mattress or mat; have blankets, pillows, mosquito nets, face towels, towels; change mattress covers or mats; change blankets, pillow covers, face towels, towels when having new guests.

  • Landlords who have rooms for tourists to rent are trained in tourism operations.

h. Minimum conditions for technical facilities and services for tourist campsites

When doing business in tourist campground services, organizations and individuals should note the following conditions:

  • Having a reception area, tent area, camp, parking, bathroom, common restroom.

  • Having clean water.

  • Having tools and equipment to set up tents, having an initial first-aid cabinet.

  • Having a security guard on duty when having new guests.

  • Having staff on duty 24 hours a day.
