However, there are still many organizations and individuals who are still confused in conducting the procedure. Conditions for establishing a foreign-invested language center

To be allowed to operate a foreign-invested language center, business entities need to meet the conditions on facilities; education program; conditions on the personnel apparatus and the suitability of the training network planning in the locality.

• Regarding business line in the Investment Certificate and Enterprise Registration: foreign language training business line is required.

• Regarding training scale: Training scale is the total number of full-time trainees.

The center needs to determine the training scale to be able to explain and determine the conditions for investment capital, facilities, training equipment and number of teachers.

• Conditions on investment capital for foreign-invested language centers

  • Regarding establishments that build new facilities: At least 20 million VND/student (excluding land use costs).

  • Regarding an educational institution that does not build new facilities but only leases it or is contributed capital by a Vietnamese party with existing facilities to implement its operations, the investment level must be at least 70% × 20 million VND = 14 million VND/student.

• Facilities and equipment:

  • Having appropriate classrooms in terms of lighting, tables and chairs, equipment and teaching aids.

  • Having an area used for learning and teaching to ensure an average of at least 2.5 m2/student.

  • There are offices of the Board of Directors, teachers' rooms, libraries and other functional rooms.

  • Having necessary equipment for training and management.

  • Having a fixed location for implementation of the investment project and having a long-term lease contract.

• Education program:

  • Foreign short-term training programs; programs at bachelor’s, master’s and doctorate levels within the joint training programs conducted with foreign partners.

  • The education program provided at the foreign-invested educational institution shall demonstrate the educational target, without damaging the national security and public interests; without spreading religion and distorting history; without negatively affecting the cultures, ethics and traditional customs of Vietnam, and shall ensure the connection between levels and grades.

•  Conditions for staff, management of foreign language centers

  • The teachers shall have college degrees or equivalent in the profession suitable with the subjects that they teach.

  • The maximum ratio of students to teachers shall be 25:01.

• Conditions on fire prevention and fighting:

  • Foreign language training centers need to meet fire prevention and fighting conditions and have a written certification of meeting fire prevention and fighting conditions issued by competent authorities.

• Circular 21/2018/BGDĐT promulgating regulations on organization and operation of foreign language and informatics centers.
