Traders retailing tobacco without tobacco retail license will be under administrative sanction according to Article 6(3)(a) Decree 98/2020/ND-CP, specifically: a fine ranging from VND 10,000,000 to VND 15,000,000 shall be imposed for retailing tobacco without a business license as prescribed.
In addition, unlicensed tobacco retailers must take remedial action, which is to return illegal profits obtained from committing violations.
