1. Conditions for applying for an auto transportation business license

To be issued an auto transportation business license, an enterprise must meet the following conditions:

• Applying for a Business Registration Certification.

• Means of transportation must be equipped with cruise monitoring devices in accordance with regulations.

• The person who runs the transportation business must have an intermediate level or higher in transportation and have participated in the transportation management at companies, enterprises or cooperatives doing transportation business for at least 03 years.

• Having a parking space according to regulations, ensuring the quantity, quality as well as the shelf life of the vehicle in accordance with the business form.

• Having a sufficient number of transportation means under the ownership of the enterprise or having the legal right to use it in case of renting vehicles.

• In case the registered transportation means is owned by a cooperative member, there must be an economic commitment between the cooperative and the cooperative member, which stipulates the rights, responsibilities and obligations of the cooperative to the cooperative members for transportation means.

2. Sanctions for not having an auto transportation business license

According to Clause 7, Article 28 of Decree 100/2019/ND-CP, the act of providing transportation services by car without a License for transportation services as prescribed shall be fined as follows:

• A fine ranging from VND 7,000,000 to VND 10,000,000 shall be imposed upon an individual.

• A fine ranging from VND 14,000,000 to VND 20,000,000 upon an organization.
