Polyclinic is one of the forms of organization of medical examination and treatment in the system of medical examination and treatment establishments to serve the needs of social security.

Conditions for issuance of polyclinic operating licenses for polyclinics

Pursuant to Article 25 of Decree 109/2016/ND-CP, the conditions for licensing the operation of a polyclinic are prescribed as follows:

1. Size of the polyclinic

a. The polyclinic must satisfy at least the following conditions:

  • Having at least 02 out of 04 specialties of internal medicine, surgery, obstetrics and paediatrics.

  • There is an emergency room, a minor surgery room (if minor surgery is performed), a patient room.

  • There is a laboratory and diagnostic imaging department.

b. If the polyclinic fully satisfies the conditions of medical service establishments specified in Articles 33, 34, 35, 36, 37 and 38 of Decree 109/2016/ND-CP, the polyclinic will be supplemented with the corresponding scale and scope of professional activities.

2. Conditions on the facilities of the polyclinic

a. A fixed location, separate from the place of family activities, must have enough light, have dust-proof ceilings, walls and floors must use materials that are easy to clean and sanitize.

b. Having a place to receive, an emergency room, a patient room, a specialized clinic and a minor surgery room (if minor surgery is performed). Clinics in a polyclinic must meet the minimum requirements for area as follows:

  • The emergency room has an area of ​​at least 12 square meters.

  • The patient room has an area of ​​at least 15 m2; have at least 02 or more beds. If there are 03 or more beds, the area must be at least 05 m2 per hospital bed.

  • Specialized clinics and minor surgery rooms have an area of ​​at least 10 m2.

c. Ensure the conditions for radiation safety, medical waste treatment, fire prevention and fighting according to the provisions of law.

d. Ensure there is enough electricity, water and other conditions to take care of the patient.

3. Medical device conditions

Having enough medical equipment and instruments suitable to the scope of professional activities registered by the polyclinic.

There is a box of anti-shock medicine and enough specialized emergency medicine.

4. Conditions on personnel

a. The number of medical examination and treatment doctors practicing organically must reach at least 50% of the total number of doctors practicing medical examination and treatment of the general clinic.

b. The person in charge of professional and technical expertise of the polyclinic must satisfy the following conditions:

  • Be a doctor with a practice certificate in accordance with at least one of the specialties registered by the polyclinic.

  • Having a medical examination and treatment period of at least 54 months. The assignment and appointment of the person responsible for professional and technical expertise of the polyclinic must be made in writing.

  • As an organic practitioner at a polyclinic.

c. The number of people working, the structure and professional titles of the polyclinic shall comply with the regulations of the Minister of Health.

In addition to the person in charge of professional and technical expertise of the polyclinic, other subjects working in the polyclinic performing medical examination and treatment must have a practice certificate. The assignment must be consistent with the scope of professional activities stated in his/her practicing certificate.

5. For polyclinics that perform health checks

Must satisfy the conditions specified in Clause 6, Article 23 of Decree 109/2016/ND-CP.

6. For family medical examination and treatment establishments

Follow the pilot regulations of the Minister of Health.

7. Legal basis

Decree 109/2016/ND-CP dated July 1, 2016 stipulating the granting of practice certificates to practitioners and the granting of operating licenses to medical examination and treatment establishments.
