In order to be issued a Certificate of Free Sale, organizations and individuals trading and producing products need to carry out procedures of applying for a Certificate of Free Sale at the competent authority.
Procedures of applying for a Certificate of Free Sale (CFS)

1. Procedures of applying for a Certificate of Free Sale
a. Competent agencies
Ministry of Agriculture and Rural Development; Ministry of Transportation; Ministry of Construction; Ministry of Industry and Trade; Ministry of Labor - Invalids and Social Affairs; Ministry of Information and Communications; Ministry of Natural Resources and Environment; Ministry of Education and Training; Ministry of Culture, Sports and Tourism; State Bank of Viet Nam; Ministry of Defense; Ministry of Police; Ministry of Science and Technology (Appendix V of Decree 69/2018/ND-CP).
b. Implementation time
The time limit for issuance of CFS is no more than 3 working days from the date the trader submits a complete and correct application. In case of refusal to issue CFS, the CFS-issuing agency shall reply in writing clearly stating the reason.
c. Applications include

A written request for issuance of CFS, clearly stating the goods name, HS code of the goods, product standard certification number or registration number, standard number (if any), compound content (if any), importing country: 1 original in Vietnamese and English.

Investment Registration Certificate or Business Registration Certificate, Enterprise Registration Certificate: 1 copy with the trader's seal.

A list of production facilities (if any), including the name and address of the establishment, and products manufactured for export: 1 original.

A copy of the published standards applicable to products and goods accompanied by the expression (on the goods labels or on the goods packages or documents accompanying the products and goods): 1 copy with the seal of the trader.
2. Legal basis
