The law stipulates that foreigners need to bring passports or other valid identification papers in lieu of Passport when traveling in the territory of Vietnam. Foreigners will receive sanctions in case they do not bring identification documents as prescribed by law.
Sanctions for not bringing foreigner's identity papers
According to the provisions of Decree 167/2013/ND-CP of the Government, sanctioning forms include:

1. Caution
For foreigners traveling in the territory of Vietnam without carrying passports or other valid papers in lieu of passports: A caution.
2. Monetary fine
A fine of between VND 100,000 and 300,000 shall be imposed on foreigners traveling in the territory of Vietnam without Passport or valuable papers in lieu of Passport.
3. Deportation
Foreigners traveling in the territory of Vietnam without carrying their passports or other valid documents in lieu of their passports, depending on the seriousness of their violations, may receive the sanction of deportation from the Republic Vietnamese Socialists.
4. Legal basis
Decree 167/2013/ND-CP stipulating penalties for administrative violations in the field of social security, order and safety; Prevention of social evils; fire prevention and fighting; domestic violence prevention and control.
