The preschool or nursery school must be located within the precincts of a residential zone in conformity with the general planning and at a place convenient for children to reach; ensure compliance with regulations on safety and environmental sanitation.

The campus of the prechools must have a wall separating it from the outside, with a gate to ensure the safety of children.
