Private preschool is a type of early childhood education that is permitted by a competent authority to establish and operate under the regulations of the Ministry of Education and Training and the law in order to protect, attend and educate children who prepare to enter grade 1, contributing to the state's care in education and meeting social requirements.

Accordingly, the establishment of a private preschool must meet the following requirements:

The establishment of a private school is permitted by the district People's Committee when the following conditions are satisfied:

1. In line with the planning of the network of educational institutions, meeting the requirements of local socio-economic development, creating favorable conditions for children to go to school.

2. There are enough qualified managers, teachers and staff, specifically:

  • Chairman of the Board of Directors (if any).

  • Principals of private schools must meet the following standards:

    • The principal of a private school is a person who fully meets the criteria as prescribed in the charter of the preschool, when nominated, is not older than 65 years old and is not a civil servant or public employee on the state payroll.

    • The principal is the person who directly manages and administers the activities of the preschool; take responsibility before law, education management agencies and the Board of Directors (if any) for the organization and administration of professional activities, assuring the quality of nurturing, care and education activities of preschools within the scope of assigned tasks and powers. The official term of the Principal is 5 (five) years.

    • For private preschools, there is a Board of Directors, the Principal is nominated and elected by the Board of Directors on the principle of secret ballot with more than 50% of the votes in favor; approved by the General Assembly of capital contributors and recognized by competent state management agencies.

  • Standards of teachers and staff: Teachers in private preschools must meet the standards of ethical quality, professional qualifications and health as prescribed of the Law on Education, the charter of the preschool.

3. Having facilities and equipment as prescribed, specifically:

  • Private schools must meet the requirements specified in Section 1, Chapter 4, the preschool charter and the specific requirements below:
    • The preschool or nursery school must be located within the precincts of a residential zone in conformity with the general planning and at a place convenient for children to reach; ensure compliance with regulations on safety and environmental sanitation.

    • The campus of the prechools must have a wall separating it from the outside, with a gate to ensure the safety of children.

    • Name Board of private preschools be written in Vietnamese, include the following contents: Name of the district-level People's Committee - Name of the education and training department; The proper name of the preschool according to the Decision on permission of the establishment; seals and transaction documents; Address, phone number, decision number allowing the establishment of the preschool.

  • General requirements for construction works:
    • Construction works must comply with the design standards and current regulations on school hygiene; building blocks of children's groups, kindergarten classes are independent with serving blocks.

    • Arrangement of construction works should ensure safety, meet the requirements of nurturing, caring and educating according to age; have emergency exits in case of incidents and fully equipped according to regulations on fire prevention and fighting.

    • Ensuring convenient access and use conditions for children with disabilities.

  • General Activity room: Minimum average area of ​​1.5m2 for one child; sufficient light and airy; cement, tiled or wooden floors; have the following minimum equipment: Children's desks and chairs properly and enough for the number of children in the class; Tables, chairs, boards for teachers; System of cabinets, racks, shelves for toys, utensils, documents; System of lights and fans.

  • Bedroom: Minimum average area of ​​1.2m2 for one child; sufficient quiet, cool in summer, warm in winter; There are some minimum items as follows: Bed, mat, blanket, pillow, curtain, fan...

  • Restroom: Ensure 0.4 – 0.6m2 for one child; For preschool children there are separate places for boys and girls. The restroom is built adjacent to the general activity room, convenient for use and easy to observe. The restroom has the following equipment: For preschool children: faucets for washing hands; urinals and latrines for boys and girls; shower; covered tank or water tank.

  • Play porch: Ensure 0.5 - 0.7m2 for one child, the width is not less than 2.1m; surrounded by railings with a height of 0.8-1m, using vertical bars with the distance between the two bars not greater than 0.1m.

  • Kitchen:

    • There is a pre-processing, processing, cooking and food division area designed and organized in a one-way operation chain.

    • The kitchen must ensure the following requirements: Having enough clean water for daily life; There are enough utensils for children to eat and drink at school; Ensure food safety; have a refrigerator to store food samples of boarding children according to regulations; Ensure the disposal of waste in accordance with regulations and requirements for fire prevention.

  • Requirements for equipment, utensils, toys, documents:
    • Having enough equipment, utensils, toys and documents according to the list and regulations of the Ministry of Education and Training and used it effectively in nurturing, caring and educating children. If the equipment, utensils, toys and documents outside the list promulgated by the Ministry of Education and Training, it must be educational, safe and suitable for preschool children; not on the Government's list of prohibited imports.

    • Equipment, utensils, toys and documents are regularly preserved, repaired, replaced, supplemented or upgraded; have a system of books for child rearing, care and education activities as prescribed in Article 25 of the preschool charter.

  • Garden: There is a playground, outdoor toys and trees.
