1. Conditions of applying for a liquor retail license

According to Article 13 of Decree No. 105/2017/ND-CP on alcohol production and trading, traders wishing to conduct retail alcohol business need to satisfy the following conditions:

• Being an enterprise, cooperative, union of cooperatives or business households established in accordance with law.

• Having the lawful right to use a fixed business location with a clear address.

• Having a written introduction or a contract in principle of the wine producer, liquor distributor or liquor wholesaler.

Decree No. 17/2020/ND-CP has abolished two conditions that Decree 105/2017/ND-CP stipulates are:

• The wine expected to be traded must satisfy the conditions on food safety according to regulations.

• Ensure full compliance with requirements on fire prevention and fighting and environmental protection as prescribed.

Because these two conditions are mandatory when the establishment applies for another license, it should be abolished in the decree, but in fact, in order to carry out the retail sale of alcohol, these two regulations must still be ensured.
