In the process of retail alcohol business, for many objective or subjective reasons, traders need to apply for a license again. Applications and procedures for re-issuance of a liquor retail license for each case will be different that need traders to notice.
1. Apply for re-issuance in case the liquor retail license expires
Liquor retail license is valid for 5 years. If the time expires, traders still have demand for continuing trading in alcohol retail, they must apply for a license again at a competent agency.
Traders must submit dossiers of application for license re-issuance 30 days before the expiration of the license's validity.
Dossier, authority and procedures for re-issuance shall be the same as those for new issuance. Accordingly, the dossier includes:

An application form for a liquor retail license (form No. 01 issued together with Decree 17/2020/ND-CP).

Copy of registration certification of enterprise, cooperative, union of cooperatives or household business.

A copy of the lease/borrow contract or documents proving the legal right to use the premises intended to be the retail location.

Copy of the introductory text or principal contract of the alcohol producer, liquor distributor or liquor wholesaler.
2. Apply for re-issuance in case the license is lost or damaged
- Dossier of application for re-issuance (01 set) includes:

An application for re-issuance made according to Form No. 03 issued together with this Decree and the original or copy of the granted license (if any).

The license-issuing agency shall base on the trader's saved dossier and application for re-issuance to re-grant the license.
- Procedures for re-issuance of license due to loss or damage:

Traders submit dossiers directly or by post or online (if applicable) to the Economic Division or the Economic and Infrastructure Division of the district-level People's Committee.

Within 07 working days from the date of receipt of complete and valid dossiers, the Economic Division or the Economic and Infrastructure Division shall consider and re-issue the permit. In case of refusal, a written reply must be given clearly the reason.
In case there are not enough valid dossiers, within 03 working days from the date of receiving the dossiers, the Economic Department or the Economic and Infrastructure Department must make a written request for additional information.
Note: In case of re-issuance of a license due to loss or damage, the term of the license will remain the same and when the 5-year period expires, the trader will have to apply for a re-issuance.
