Conditions to be issued a Certificate of study abroad counseling activities registration

Subjects allowed to apply for a certificate:

• Enterprises established and operating according to the Law on Enterprises; 

• Non-business units with the function of providing study abroad counseling services;

• Foreign educational organizations lawfully operating in Vietnam.

Conditions for staff directly counsel study abroad:

• Have a university degree or higher.

• Capable of using at least one foreign language at level 4 or higher according to the 6-level Foreign Language Competency Framework for Vietnam and equivalent.

• Have a certificate of professional training in study abroad counseling as prescribed by the Ministry of Education and Training.

Facilities conditions:

• Have a leased place to provide fixed study abroad counseling services for more than 5 years.

• Satisfy fire safety requirements.

• Facilities basically meet business conditions, have a direct counseling room; have a signboard.

• Decree No. 135/2018/ND-CP of the Government dated October 4, 2018 amending and supplementing a number of articles of the Government's Decree No. 46/2017/ND-CP dated April 21, 2017 regulating on conditions for investment and operation in the field of education.
• Decision No. 05/2013/QD-TTg of the Prime Minister dated January 15, 2013 stipulating that Vietnamese citizens go abroad to study.
