The application and the issuance of the Written approval of fore safety commissioning results need to comply with the procedure prescribed by law. Siglaw will introduce the procedure for the application for Written approval of fire safety commissioning results.

The procedure for the application for Written approval of fire safety commissioning results

1. The application for Written approval of fire safety commissioning results.

  • An application for inspection of fire safety commissioning results (Form No. PC11 in Decree 136/2020/ND-CP)

  • The report on results of construction, inspection, testing and commissioning of fire prevention and fighting system, equipment and solutions.

  • Copy of fire safety design appraisal certificate and document submitted together with the dossier bearing the appraisal seal the firefighting authority;

  • Copy of certificate of fire prevention and fighting equipment inspection (hereinafter referred to as “equipment inspection certificate");

  • Records of testing, commissioning of each part and comprehensive commissioning of the fire prevention and fighting system;

  • As-built drawings of the fire prevention and fighting system and items related to fire prevention and fighting in accordance with the appraised design dossier;

  • Written guidelines for operation and maintenance of fire prevention and fighting equipment and system and systems related to fire prevention and fighting of the work or motor vehicle;

  • Records of commissioning of work items and systems related to fire prevention and fighting;

  • Copies of certificates of eligibility for fire prevention and fighting service business of the supervision consultancy unit (if any) and fire prevention and fighting system construction unit.

  • Documents in the application must be certified by the investor or vehicle owner, supervision consultancy unit and construction unit. The application must be translated into Vietnamese if it is in a foreign language.

2. The procedure for the application for Written approval of fire safety commissioning results

Step 1: Prepare the application

Individuals, organizations prepare the application as mentioned above.

Step 2: Submit the application

  • Receiving agency: Provincial Police Department for Fire Prevention and Fighting and Rescue.

  • The person who comes to submit the application must have a letter of introduction or authorized, present a valid citizen identification card or personal identity card or passport.

Step 3: Check the components and validity of the application

  • The official receiving the application shall check its components and validity (documents and papers included in the application when sent to the police office are the original or a notarized or certified copy or a photocopy enclosed with the original for the officer receiving the application to compare).

  • If the application is adequate and valid according to regulations, the officer shall receive and fill out the acknowledgement of receipt of application for administrative procedure concerning fire prevention and fighting (using Form No. PC03 Decree 136/2020/ND-CP).

  • If the application is inadequate or invalid according to regulations, the officer shall instruct the applicant on how to complete the application as per regulations and fill out the written instruction on revision of application for administrative procedure concerning fire prevention and fighting (using Form No. PC04 Decree 136/2020/ND-CP).

Step 4: Inspect the fire safety commissioning results

Provincial Police Department for Fire Prevention and Fighting and Rescue shall inspect the fire safety commissioning results.

Step 5: Receive the result

  • Based on the test results, the Provincial Police Department for Fire Prevention and Fighting and Rescue shall issue a Written approval of fire safety commissioning results or a written notification of inspection results.

  • Estimated time: 07 working days.

3. Legal basis

  • The Law Amending and Adding a number of articles of The Law on Fire Prevention and Fighting 2013

  • Decree 136/2020/ND-CP dated November 24, 2020 providing guidelines for a number of articles of law on fire prevention and fighting and law on amendments to law on fire prevention and fighting.
