When enterprises in general and domestic enterprises in particular provide foreign language center services, they must meet strict requirements as prescribed before applying for a license to operate a foreign language center at the Department of Education and Training.

1. Requirements for the issuance of a license to operate a domestic foreign language center
To be granted a license to operate a foreign language center, domestic individuals and organizations must meet the following conditions:
Requirements for the name of the language center:

The name of the language center is set according to the following principles:
-
Language Center + Name (Example: ABC Foreign Language Center).

The name of the center must not correspond with the name of the previously established center. Do not use words and signs that violate the historical, cultural, ethical, and fine traditions of the Vietnamese nation.
The foreign language center has a transaction name in Vietnamese and international transaction names in English (or in another common foreign language) with equivalent content.

The name of the foreign language center is written on the center's establishment decision, seal, signboard, and transaction papers of the center.
Requirements for the Director of the center:

The Director of the center is a person who meets the following criteria:

Have a good personal background.
-
Have management capacity.
-
Graduated from a foreign language university or graduated from university with a foreign language certificate of at least level 3 according to the 6-level Foreign Language Competency Framework for Vietnam or equivalent (for directors of foreign language centers).
-
More than 3 years of experience in the field of education and training.
(In case the Foreign Language Center operates in Hanoi, the Director of the center is required to have family registries in Hanoi).
Requirements for the teachers at the center:
Vietnamese teachers are eligible to teach foreign languages when they meet one of the following criteria:
Teachers who are native speakers of foreign languages (for each specific foreign language): Acquire a college degree or higher and an appropriate certificate of training in foreign language teaching.
Foreign teachers are eligible to teach foreign languages when they meet one of the following criteria:

Have a college degree in foreign language pedagogy or higher;

Have a college degree in a foreign language or higher and an appropriate certificate of foreign language teaching;
-
Acquire a college degree or higher, a certificate of foreign language ability at level 5 or higher according to the 6-level Foreign Language Competency Framework for Vietnam or equivalent and an appropriate certificate of foreign language teaching.
Other requirements:

A team of managers, teachers and staff who meet the prescribed standards, meeting the operation requirements of the center.

Have appropriate facilities, equipment, programs, teaching materials and funding sources, ensuring the quality of education according to the center's construction and development plan and operation scale.

Requirements for fire fighting and prevention: Minutes of acceptance or inspection minutes of fire prevention and fighting issued by a competent authority.
